FAQ Part-C – Pertaining to R-2
K-1 – What is Virtual Vacancy, Clear Vacancy and Newly Added Seats?
Clear Vacancy: These are the seats which are fully vacant. The students who got allotted these seats, either didn’t join at all, or resigned after joining. These seats are clearly available for you, hence known as clear vacancy.
Newly added seats: These are the seats, which were not present in MCC R-1. These are also clearly available for everyone.
Virtual Vacancy: During MCC R-1 reporting, students were asked whether they want to upgrade or not. This list consists of students who are currently holding the MCC R-1 seat & filled ‘YES’ to ‘OPT FOR UPGRADATION’
Ex:- A student took admission in R-1 in MD Radio-diagnosis, KGMU, Lucknow. But, he wants to upgrade to VMMC, New Delhi for same branch in R-2. So if he gets the VMMC seat in R-2, his KGMU seat will automatically be allotted to someone who has given it as choice. He will not be able to get his R-1 seat back.
Note1: If the student doesn’t get upgradation, his R-1 seat remains safe ie not available for anyone else.
So, the seat is vacant on condition – hence known as virtual vacancy
K-2 – What is Candidate Consent for R-2?
Already Registered Candidates can Login with their credentials to proceed with YES/ NO.
Note1: If you are satisfied with R-1 Choice/ don’t want to participate in R-2, Kindly Ignore!
K-3 – I have taken admission in R-1 alloted seat, but during choice filling of R-2, it’s not visible?
If you have taken admission to a seat in All India R-1 and applied for Upgradation, then it will not show up during Choice Filling of All India R-2.
Your joined seat of R-1, will be by default the Last Choice in R-2.
If you are not upgraded, your R-1 Seat shall remain retained. You will still be eligible for R-3.
K-4 – The Seat Matrix of R-2 is showing seats of AFMS, how can i participate?
If you did not select “AFMS” as your Seat Category in R-1, you must first go for Registration Unlocking and add “AFMS” to your preferences. AFMS seat allotment is based on Priority, with Priority III being considered first, followed by Priority IV, and then Priority V (for civilians) based on all India ranks.
Note1: The bond amount is ₹57,50,000/- for a 5-year period. If you complete 1 year of service, a penalty reduction of ₹11.5 lakhs will apply.

K-5 – What if I failed in medical exam of AFMS then what happenes to the seat, security deposit and further rounds of counselling?
R-2 failed – Will be eligible for R-3, security deposit forfeiture (not sure)
R-3 failed – Not sure how it works, this should be represented.
K-6 – Seats are shown in Seat Matrix of “Newly Added Seats”, but not visible during choice filling?
There seems to be an issue with the newly added seats in some institutions, that Seats are being shown in “Newly Added Seats” Pdf, but not shown during choice filling. Connect with MCC and inform them. (so that they sort this issue soon).
K-7 – I have joined the R-1 allotted seat and opted for upgradation. If I don’t get an allotment in R-2, will my R-1 seat still be retained?
Yes, it shall be retained
K-8 – If I take admission to the R-1 seat, do not get upgraded in R-2, but wish to upgrade in R-3 what should I do?
If you have give willingness to Upgrade in R-1, not upgraded in R-2, you will directly do Choice Filling of R-3 in this case.
K-9 – If I take admission to the R-1 seat, do not get upgraded in R-2, but wish to upgrade in R-3, am I required to join my duties after R-2 ends, or can I wait until R-3 concludes?
Contact the institute or college where you have secured admission and request a relaxation until the R-3 results are declared. If they agree, consider yourself fortunate; if not, you will need to join your duties.
K-10 – If I take admission to the R-1 seat, do not get upgraded in R-2, but wish to resign my R-1 seat will I be able to?
Yes, MCC again releases a schedule for the resignation of R-1 candidates (who did not receive an upgrade/ did not participate in R-2 or just want to resign) to resign with a FREE EXIT, meaning the security fee will not be forfeited. After this period, the rules of R-2 will apply.
K-11 – If I take admission to an All India R-2 seat but later secure a seat in State R-2, can I resign from the AIQ R-2 seat?
Yes, you can resign, as MCC will release a resignation window schedule (similar to R-1). However, this time your security fee will lapse. Despite this, you will still be eligible to participate in R-3 later.
K-12 – If we do not get upgraded in R-2, will we need to submit physical consent again to indicate our “Willingness to Upgrade” for R-3?
Since you have already provided your “willingness to upgrade” during the R-1 admissions, you do not need to do so again in R-2. You can proceed directly with choice filling for R-3.

FAQ Part-B – Pertaining to Choice Filling
C-1 – I noticed the seat matrix for some colleges is currently unavailable, when this information will be released?
Currently, some seats under the All India Quota (50%) from Central Universities such as AMU, BHU, DU, IPU, and ESIC etc are not visible in the seat matrix. However, they have been indicated in Tentative Seat Matrix on IntraMCC Portal released on 8th Nov 2024. So a revised seat matrix will be published soon on the MCC website.
In the meantime, when you can login to the Choice Filling Portal, these missing options are visible and available for selection, allowing you to proceed with choice filling as usual. Kindly check the MCC website for any latest updates regarding the official seat matrix.
C-2 I belong to the SC category, which makes me eligible for both SC and UR seats. However, while filling out my choices, I don’t see separate options to select between category (SC) seats and non-category (UR) seats. Could you clarify how this is managed during choice filling, and if there’s any way to specify seat preference by category?
The system combines UR and category seats into a single choice, and allocation is made based on merit and seat availability.
For example:
• If you’re SC and select a seat at VMMC where UR=1 and SC=1, the system will automatically prioritise the UR seat first and then the SC seat.
• If a college has UR seats only (e.g., MAMC with Medicine UR=1 and SC=0), allocation will proceed based on UR merit.
• If only SC seats are available (e.g., KGMU with Pediatrics UR=0 and SC=1), allocation will be based on SC merit.

C-3 How many times I can edit my choice, and how do it relate to Choice Locking?
You can edit your choices an unlimited number of times before the final submission. On the last day, a ‘Choice Lock’ option will appear. Once you select this, further edits will not be allowed.
If, by chance, you forget to lock your choices, the system will automatically lock them at the deadline, so there’s no need to worry!”
C-4 I noticed there’s a timer each time I login to the choice filling portal. Could you explain how this timer impacts my ability to fill or edit my choices, and if it limits the session duration for choice filling?
When filling your choices, be sure to save your selections within 12 minutes, as the system will clear any unsaved choices once this time limit is exceeded, requiring you to start over. You can save your choices an unlimited number of times, as mentioned in the previous FAQ.
C-5 In the seat matrix, some institutions only list the state or no specific location, without mentioning the city (e.g., Apollo Hospitals, which has branches in multiple cities). Could you clarify how to identify the exact location of these institutions for choice filling?
You can identify the exact location of institutions by referring to the institute codes in the Participating Institutions list available on the MCC website. Alternatively, while filling your choices, you can enable the ‘Institute Address’ and ‘Institute Type’ options in the search section to view detailed information for each institution.
C-6 What is “Choice Interchange”, “Choice Rearrange” and “Multiple Deletion”?
Choice Interchange – You can just swipe two Choices with each other.
Choice Rearrange – You can add Reassign Choice No directly on different Choices.
Multiple Deletion – You can delete multiple choices at one time.
C-7 What is “Lock Choices” feature?
When you are satisfied with your choices, lock them on the time period mentioned, and take a printout of your filled choices.
C-8 When will AFMS Priority-V Choices added?
As per the AFMS notification released on August 8, 2024, counseling for Priority-III, IV, and V candidates for postgraduate admissions (MD/MS/DNB) in AFMS institutions, covering approximately 175 seats across various specialties, will be conducted by MCC. These seats will be available in R-2 of MCC counseling 2024, following the completion of R-1 counseling for Priority-I and II candidates.
FAQ Part-A – Pertaining to Different Rounds
F-1 – If we join the allotted seat in R-1 of AIQ Counselling, will the refundable Security Money be credited towards the college fees, or will it be returned to us?
The refundable part ie “Security money” will be returned by MCC to your original payment account after completion of counselling. (In 2023 it was refunded in Feb 2024) – It will not be adjusted in College Fee.
F-2 Is it necessary to pay the tuition fee in each round of both All India Quota and state counseling, or is it adjusted across rounds?
Yes, in every college you have to pay the Tuition Fee (be it Government/ Private/ Deemed). They usually refund the fee after deduction of some amount after a certain period of time, in case you are upgraded.
However in case of DNB/ Diploma by NBEMS, the Tuition Fee is deposited only once at the NBEMS Portal. If you have been upgraded in further rounds, it will be refunded later on when whole counselling process is finished. (Usually NBEMS takes 7-10 Months to refund)
F-3 I’ve registered for deemed universities plus AIQ and paid the required 2 lakh fee. If I get allotted a government seat but choose not to take it, will I forfeit the entire 2 lakh amount?
If you are talking about R-1, it will be a FREE EXIT. However in R-2/3 —your Security Money will be forfeited even if you have been alloted govt college.
F-4 During NEETPG exam registration, I selected EWS as my category. However, since I couldn’t obtain an EWS certificate, I chose only the General category during AIQ R-1 registration. Despite this, my candidate profile still shows me as ‘eligible for UR and EWS’ in the remarks section?
You will be shown only “UR” Choices at the time of Choice Filling, have confirmed from MCC over Helpline.
As I have updated this in the MCC portal, could it impact my eligibility or category status in the state counseling process?
No, State will still allow you to choose between the categories ie EWS and UR (read eligibility conditions in state brochure).
F-5 If I am allotted a DNB seat in AIQ R-1 and join the college, then later secure an MD seat through State Counselling, am I permitted to leave the DNB seat and join the state MD seat?
Yes, R-1 AIQ is a FREE EXIT, you can join State MD seat. But the refund of Tuition Fee from NBEMS will be refunded later on when whole counselling process is finished. (Usually NBEMS takes 7-10 Months to refund)
F-6 What impact does the lock-in Choice option have during choice filling? If we lock our choices in R-1, will we still be able to modify them in R-2?
You have to Fill Fresh choices in every round of counselling, earlier choices will be NULL and VOID.
F-7 If I submit all my original documents during State Counselling, how can I take a seat through All India Counselling if I’m allotted a better college? Since my original documents will be with State, how would I proceed?
In this case, you have to resign your State Quota seat, and then proceed with your original documents to AIQ College Seat (and vice versa).
Acc to AIQ Brochure,
Candidates who have deposited their original documents with any other Institute / College/ University and come for admission with a certificate stating that “their original certificates are deposited with the Institute / College / University” shall not be allowed to take admission in allotted Medical College/Institute.
F-8 Sir, if I don’t receive a higher preference seat from my new choices in R-2, will my R-1 seat be retained, or will I lose it?
During R-2 of online allotment process, the choice of higher preference will be considered for up-gradation for those candidates who give option to upgrade their choice at the time of admission at allotted Medical College. However if you didn’t got upgraded, then your R-1 Seat shall be automatically retained.
But if you have taken FREE EXIT in R-1 and then you have participated in R-2, you don’t have any claim on R-1 Seat.
F-9 If a candidate is allotted a seat in R-2 of state counseling, are they still eligible to participate in R-3 of All India counseling?
It will depend on your state eligibility clause. In most of states they will allow you to leave State R-2 seat and participate in AIQ R-3 Counselling.
F-10 If a candidate was allotted a seat in AIQ R-3 but not joined it, will the candidate be eligible for state R-3?
If a candidate is allotted a seat in AIQ R-3 but does not join, then they are not eligible for State R-3. As per the instructions from MCC, states are required to exclude AIQ R-3 Alloted candidates before processing the State R-3 results. This ensures that candidates who have been allotted an AIQ seat and didn’t join are not considered in the state counseling process.
F-11 I am experiencing payment issues during the MCC registration process. The transaction keeps failing without providing any specific reason. What should I do in this situation?
If your payment is not deducted, try any other payment method.
