
The Union Cabinet has approved the transformative One Nation, One Subscription (ONOS) scheme, with a massive ₹6,000 crore investment for the calendar years 2025-2027.
This groundbreaking initiative aims to democratise access to high-quality international research by providing free and seamless access to nearly 13,000 e-journals from 30 leading global publishers to over 1.8 crore students, researchers, and faculty across 6,300 government Higher Education and R&D institutions.
In a nation-building effort aligned with Atmanirbhar Bharat and the Viksit Bharat@2047 vision, ONOS will eliminate barriers to research by enabling access to world-class knowledge resources. This initiative, managed digitally through INFLIBNET, an autonomous inter-university UGC center, is designed to empower researchers from even the most remote tier 2 and tier 3 cities, fostering interdisciplinary and core research across all disciplines.
The scheme reflects the Government of India’s commitment to advancing the goals outlined in the National Education Policy (NEP) 2020, which emphasized research and innovation as essential pillars for India’s progress during Amrit Kaal. It also reinforces Prime Minister Narendra Modi’s call for “Jai Anusandhan” in promoting a research-driven, knowledge-based economy.
The ANRF will review the usage of One Nation, One Subscription and track publications by Indian authors. The DHE and other ministries overseeing HEIs and R&D institutions will conduct IEC campaigns to raise awareness about access methods, boosting nationwide utilization. State governments will also be encouraged to promote the facility among students, faculty, and researchers in government institutions.
ONOS will position India at the forefront of the global research ecosystem, enhancing its scientific output and innovation capacity, while ensuring inclusive access to knowledge for a new era of development.
