Jabalpur: A group of 45 doctors, filed a writ petition in the Rajasthan High Court, alleging unfair practices in the admissions process of NEETPG 2024. Specifically, they claimed that candidates with lower scores were being granted admission to postgraduate medical courses over those who had secured higher scores in the examination.

Key Issues:
Normalisation Process and Similar Case:
The petitioners argue that due to procedural or technical errors, the provisional state merit list issued on November 22, 2024, does not accurately reflect their rankings. The errors, they allege, stem from the use of raw marks instead of normalized marks during the preparation of the merit list.
The petitioners referred to a similar case in Madhya Pradesh, where the High Court had passed an interim order highlighting comparable errors in NEETPG 2024 admissions. This suggests that such discrepancies might not be limited to Rajasthan.
Court’s Observation
The court reviewed the claims in detail and found prima facie merit in the petitioners’ arguments. The Additional Advocate General and other respondents could not refute the allegations effectively during the initial hearing. The court suspects that the discrepancies might have resulted from the methodology used to calculate scores or errors in interpreting the ranking criteria.
Directions by Hon’ble HC
The court directed the state counselling authorities, including the NEETPG Counseling Board, to thoroughly review the admissions process and rectify any errors. It granted the respondents seven days to respond and submit their findings.
The choice filling and locking for the 1st round of counseling had already completed, with results were scheduled to be declared on November 28, 2024. Admissions to state quota seats have been temporarily stayed until a corrected merit list is produced and reviewed by the court.
The matter has been scheduled for further hearing on December 5, 2024. The court has allowed the Counselling Board to prepare a fresh list addressing the petitioners’ concerns, which will be subject to judicial scrutiny.
Update on Madhya Pradesh Case
The State of Madhya Pradesh has submitted its reply, and the NBE has been added as a party to the case. The state has been directed to clarify whether normalisation can be applied twice. To address this, the state has requested additional time, and the matter is now scheduled for hearing on Tuesday, December 3, 2024.
