
The National Medical Commission (NMC) has issued a show-cause notice to several medical colleges for failing to submit the required details regarding stipends paid to UG interns, PG residents, senior residents, and super specialty PGs.
This action follows directives from the Hon’ble Supreme Court of India, issued on 16th Sept 2023 and 1st April 2024, mandating transparency in stipend payments. Despite a public notice on 16th April 2024, many institutions have not complied with the directive to submit stipend data for the financial year (FY) 2023-24 and to provide monthly updates starting from FY 2024-25.

The following states and union territories have medical colleges that defaulted on submitting the stipend data. These colleges are categorized into government and private institutions based on their location:
• Maharashtra: 32 (18 Govt., 14 Pvt.)
• Karnataka: 29 (14 Govt., 15 Pvt.)
• Telangana: 28 (17 Govt., 11 Pvt.)
• Uttar Pradesh: 16 (7 Govt., 9 Pvt.)
• Tamil Nadu: 15 (6 Govt., 9 Pvt.)
• Rajasthan: 12 (11 Govt., 1 Pvt.)
• Gujarat: 11 (3 Govt., 8 Pvt.)
• Kerala: 10 (6 Govt., 4 Pvt.)
• Andhra Pradesh: 9 (3 Govt., 6 Pvt.)
• Bihar: 8 (4 Govt., 4 Pvt.)
• West Bengal: 8 (5 Govt., 3 Pvt.)

The NMC has expressed serious concern over the non-compliance, highlighting the adverse impact on transparency and accountability in medical education. This failure to provide stipend data not only violates the Supreme Court’s mandate but also undermines the welfare of medical trainees.
In response, the NMC is considering penal actions to enforce adherence to the established reporting standards and timelines. Defaulting colleges have been given a final three-day deadline to submit the required data for FY 2023-24 and are reminded to provide monthly updates for FY 2024-25 and beyond.
