UCMS-Delhi under Delhi Government from April 1

Overview

UCMS will no longer be managed by Delhi University; the Delhi government will now oversee its operations.

The court had previously stayed the transfer, but the final ruling has favored the Delhi government.

The Health Department has issued an official order confirming the transfer.

The complete administrative and financial control of the UCMS shall vest with the Health and Family Welfare Department, Govt. of NCT of Delhi.

Transitioning UCMS Administration

The University College of Medical Sciences (UCMS), situated within the GTB Hospital campus, is set to transition from Delhi University (DU) to the administration of the Delhi government.

This transfer process began after a protracted legal dispute between the two entities.

Delhi Government’s Role

Under the Delhi government’s jurisdiction, maintenance responsibilities, staff salaries, and overall administration will shift accordingly. Reports indicate that the Delhi government plans to allocate ₹100 crore to overhaul and upgrade the college as part of this transition. An official directive, referencing the court’s ruling, states that effective April 1, 2025, the Delhi government will take charge of maintenance and recruitment at UCMS.

The move is expected to address longstanding issues such as staff shortages and inadequate infrastructure, thereby improving the overall educational experience for students.

Prolonged Legal Battle

This development follows years of contention. In 2016, the Lieutenant Governor issued an order to merge GTB Hospital and UCMS, which was met with strong opposition from the UCMS Teachers’ Association and staff. They filed a Public Interest Litigation (PIL) in the Delhi High Court, leading to a stay on the merger. The legal battle persisted until 2024 when the High Court ruled in favor of the Delhi government. The Teachers’ Association had argued that the proposed merger was detrimental to the interests of students and faculty. However, the court’s ruling ultimately paved the way for this administrative shift. This transition is widely seen as a significant step toward addressing institutional challenges and enhancing UCMS’s future under Delhi government’s stewardship.  

Reactions from Stakeholders

The decision to transfer UCMS has garnered mixed reactions. While some faculty members remain apprehensive about the potential changes in institutional culture, many view it as an opportunity for improvement. Students, who have long struggled with inadequate basic facilities, have expressed hope that this move will bring much-needed reforms.
